Abstract

This article examines the importance of effective welfare management in reducing poverty. Welfare management is interpreted not only as the distribution of social benefits, but as a coordinated system of identifying vulnerable groups, assessing social risks, providing targeted assistance, supporting employment, improving access to public services and monitoring outcomes. The article argues that poverty reduction requires a shift from fragmented social assistance to integrated welfare governance based on evidence, transparency, accountability and human development. Effective welfare management reduces poverty by protecting households from income shocks, increasing access to education and healthcare, supporting labor market participation and preventing intergenerational deprivation.
