This article analyses the dynamics of four key factors — human capital, digital infrastructure, technology adoption and institutional quality — determining digital governance effectiveness in the Republic of Uzbekistan for 2019–2024. Using the Min-Max normalisation method, the interrelationship of factors and their impact on the EGDI indicator are examined. The necessity of balanced development of infrastructural and institutional factors for sustainable digital development is substantiated.
